Chief of Policy and External Affairs

Alameda Health Consortium

This is a Full-time position in San Leandro, CA posted June 10, 2021.


The Chief of Policy and External Affairs leads the strategic health policy work for the Alameda Health Consortium (AHC) and Community Health Center Network (CHCN).

This individual is responsible for strategic thinking, planning, and implementation for both externally facing (e.g., government relations, policy development, political advocacy) and internally focused programs that impact health policy.

This is a key liaison role with counterparts within Alameda County, the state of California, and Federal Government..

This is a leadership position that supervises staff and has budgetary responsibilities.

Work closely with CEO to manage relations with AHC and CHCN Board of Directors and other health center executives.

Serve as a member of the AHC/CHCN Joint Leadership Team.

Monitor County, State and Federal legislative and regulatory affairs pertaining to community health centers, examples include: Medi-Cal managed care, health center funding, immigrant legal rights impacting health center patients, and HealthPAC.

Advance strategic relationships with Alameda County agencies, health plans, and provider organizations to improve inter-agency coordination and plan new initiatives; represent AHC/CHCN in meetings with Alameda County Health Care Services Agency, Public Health Dept., Behavioral Health Services, Alameda Health System, and Alameda Alliance for Health plan.

Maintain strategic partnerships with community organizations and advise AHC/CHCN and health center members based upon knowledge gained from community partnerships.

Develop and maintain existing strategic relationships with County, State and Federal elected officials and staff; Receive and respond to inquiries from stakeholders, including legislators and community advocates.

Coordinate advocacy efforts with regional consortia, the CA Primary Care Association and the National Association of Community Health Centers.

Lead the development of a communications strategy for AHC and CHCN including development of messaging to convey organizational missions and priorities.

Oversee print and social media, including talking points, fact sheets, presentation materials, website, and social media channels.

Oversee and supervise staff work on advocacy, communications, policy, etc.

Develop AHC/CHCN grant proposals with health centers and other partners.

Produce grant deliverables, manage grant budgets and expenses, and write reports to funders.



Advanced degree (or equivalent experience) in public health, public policy, law, or related area.

Five or more years of health care advocacy, and/or public policy experience.

Demonstrated mastery/competency in the following areas: Supervision, management and development of staff.

Leadership utilizing strategic thinking/planning.

Communication with stakeholders designed to inform, influence, and move ideas into action.

Expertise with issues related to populations with racial/ethnic health disparities.

Fluency with healthcare financing and delivery systems.

Understanding of government funding agencies and contracting practices.

Competency with local health care safety net system issues.

Knowledge of managed care principles.

Facility with Microsoft Office products.

Ability to express thoughts verbally and in writing with ease and across different organizational levels in an appropriate manner.

Effective form of transportation to allow participation in frequent off-site meetings and events.

If using a personal vehicle, a valid Drivers’ License and in-force automobile insurance.
