SUMMARY This position is responsible for providing knowledge of regulations and laws effecting employee benefits programs and wellness initiatives.

Possess a deep knowledge of ACA, HIPPA, ERISA, related Filings (Form 5500, 1094, 1095, PCORI) and Employee Benefit law and educate staff and clients on the multitude of federal and state laws and regulations that affect benefit plans to ensure Employee Benefits Consulting Group (EBCG) products and programs are compliant.This position is responsible for providing knowledge of regulations and laws effecting employee benefits programs and wellness initiatives.

ESSENTIAL DUTIES : Participates with the consultants and Employee Benefits Consulting Group (EBCG) leaders when meeting with clients helping them understand changes to benefit laws, the implications to their plans, and how to take the necessary steps to be in compliance.

Creates and delivers presentations to educate clients and the market on the legal aspects of benefits plans.

Conducts Compliance Audits of the EBCG programs and processes to ensure compliance with regulations, EBCG policies and client agreements.

Creates a compliance reporting framework that outlines issues and suggestions for becoming more compliant.

Provides samples of documents when necessary, and performs necessary follow up.

Resolves major compliance issues within Employee Benefits Consulting Group.

Chairs the EBCG Compliance Committee, keeping management informed of regulatory changes and monitoring EBCG compliance performance metrics.

Establishes partner relationships with subject matter experts in employee benefits laws.

Participates in regulatory forums and health care industry groups to proactively monitor industry news and legislative impacts.

Creates “Compliance Alerts” for delivery to clients based on legal requirements whether new or as additional guidance is issued.

Implements and updates regulatory policies and provides training on regulations and laws.

Prepares internal and client facing regulatory bulletins related to the benefit plan services to inform clients of changing regulations and identify best practices for adherence.

Reviews and updates EBCG programs, products and marketing materials to ensure compliance with state and federal health care law.

Proactively tracks legislative changes to ensure programs and products stay up to date and compliant.

Reviews all client communication pieces to ensure content is accurate according to legal standards & requirements.

Works with management to complete a Compliance Risk Assessment and implements processes to resolve identified risks and keep the Assessment current.

Utilizes consultative approach and existing knowledge and logic to advise clients and provide them with necessary information to act compliant.

Educates and provides support to internal team members on benefits compliance issues.

Builds repeatable processes and policies for regulatory oversight of the EBCG consulting practice.

Utilizes research tools and techniques to find answers to regulatory questions; coordinates with legal department for legal interpretations; utilizes various research resources to gain knowledge and remain up to date on changes.

Responsible for understanding legislative processes & tracking legislation relevant to employee benefit plans; analyzes new and existing regulations and program documents; breaks down information into understandable components.

Interfaces with the SWBC Corporate Compliance Officer to provide program and policy updates, consult on compliance issues, and integrate with SWBC governance functions.

Performs all other duties as assigned.

MINIMUM REQUIREMENTS Bachelor’s degree in Business or Human Resources Management from an accredited four-year college or university required.

Master’s degree in Business, Human Resources Management or Health Policy preferred.

Minimum of five (5) years of experience with health care benefit law and regulations required.

Strong knowledge of health and welfare regulations.

Must have strong ability to lead others in project work.

Must have knowledge of how to read, analyze, and explain regulations and to translate complex ideas into easy to understand language.

Must have knowledge of state health care laws and how they interact with federal laws.

Must be highly self-motivated, achievement oriented with the ability to work individually & in teams.

Must have strong ability to prioritize multiple tasks and competing activities and deadlines.

Must have excellent communication skills, verbal and written.

Must have excellent grammar, verbal and written.

Must have good computer and keyboarding skills, spreadsheet and presentation ability.

Must have excellent customer service skills and ability to represent EBCG when interfacing with executive management and clients.

Must be able to interact effectively with all levels of management.

Must be able to travel locally by car.

Must have Certified Employee Benefits Specialist (CEBS) Must have Professional of Human Resources (PHR)/Senior Professional of Human Resources (SPHR) Must have license in Life and Health Insurance.

Must be able to sit for long periods of time performing sedentary activities.

Must be able to stand, stoop, and kneel to file for long periods of time.
