    Responsibilities

    The Data Policy, Analysis, and Governance Senior Consultant will join a Guidehouse team of approximately 10 to support a Department of State client on data analysis, data policy, and data governance for foreign assistance data.

    This position will also support data analysis, data policy, and data governance for an interagency group of 22 agencies with foreign assistance in their portfolios including USAID, MCC, Peace Corps, and DoD among others.

    Daily work involves overseeing and providing support for staff members conducting data analysis and comparisons between datasets, identifying differences and anomalies, translating datasets according to established crosswalks, supporting the maintenance and updating of crosswalks and schema, and developing new ways to improve the efficiency of processing datasets.

    Daily work also includes conducting individual analysis on highly complex data issues and advising the team and the client on data governance and data policy principles.

    The senior consultant will work with clients to review their data and develop solutions to improve data quality and use data to answer questions and to develop data-driven solutions to achieve desired outcomes.

    This senior consultant will both advise and oversee junior staff members in the development of their data visualisation products, as well as develop their own products.

    The senior consultant will be asked to oversee staff and provide guidance, feedback, and input in the development of Standard Operating Procedures (SOPs) and templates; researching complex processes and distilling them into simple quick reference guides, checklists, or other client resources; and engaging in daily problem-solving with client and/or colleagues.

    The ideal candidate will be proactive, anticipate client needs before they arise, develop and adhere to workplans for deliverables and work products, and effectively communicate, collaborate, and follow-up with team members and clients.

    Qualifications

    The following skills/experience/knowledge are required to be considered for this role:

    Due to our contractual requirements, to be eligible for this role, you must be fully COVID-19 vaccinated at time of hire.

    • 4-7 years of relevant work experience
    • Bachelor’s degree
    • Familiarity with Python, SQL R, and/or Alteryx
    • Excellent oral and written communication skills

    The following skills/experience/knowledge are preferred to be considered for this role:

    • Active Secret Clearance is strongly preferred
    • 5-7 years of relevant work experience in a data analyst, data governance, and/or data policy position
    • Experience leading a project or workstream, to include directing junior team members to complete tasks; reviewing junior team members work products and deliverables and providing constructive feedback
    • Collaborating and contributing as a team member: ability to work both independently and as part of a team; ability to understand personal and team roles, contribute to a positive working environment by building solid relationships with team members, proactively seeking guidance, clarification and feedback;
    • Significant experience analyzing large and complex data sets, including a demonstrated thorough aptitude for conducting quantitative and qualitative analyses
    • Ability to prioritize multiple completing tasks, researching and analyzing client data, and utilizing problem-solving skills and coaching others on doing so
    • Experience overseeing and reviewing the work of other team members
    • Experience developing data policy and governance documents
    • Experience reviewing and processing data to identify quality gaps and work with clients to develop business rules and/or solutions/SOPs to improve data quality and data governance processes
    • Experience interacting with government officials and key stakeholders, to include managing ongoing coordination with 20+ POCs
    • In-depth experience working with datasets and leveraging analytical and visualization tools (Tableau, Excel, Power BI)
    • Strong preference for experience working with foreign assistance datasets and/or international development/foreign affairs environment
    • Preferred Degree in Economics, Statistics, Information Systems, Computer Science, Engineering, Data Science or other relevant field
    • Collaborative and inclusive of all backgrounds and opinions.
