Department Overview

The Center for Evidence-based Policy (Center) is a national leader in evidence-based decision-making and policy design.

The Center works with state policymakers in more than 25 states to use high-quality evidence to guide decisions, maximize resources, and improve health outcomes.

The Center is objective and non-partisan, working in states across the country to support evidence-based decision-making.

The Center does not lobby, and does not accept funding from industry, advocates, or trade associations.

Though embedded within OHSU, the Center is entirely self-supporting.
The Center staff members work closely with state and federal policymakers to research existing policies, programs, and develop policy options.

Function/Duties of Position

The Director of Policy Research is a member of the Center’s leadership team, providing leadership and oversight to the Center’s portfolio of policy research across multiple projects.

This position will also lead a portfolio of state technical assistance efforts, and other projects as directed.

The Director of Policy Research works collaboratively with the Center’s two Research Directors to ensure a consistent approach to policy research, that all research is framed appropriately for policy maker audiences, and that research products include actionable state considerations.

The position also works collaboratively with other policy-focused positions at the Center, including as one point of contact for current and prospective state customers in Center technical assistance projects and partnerships.

The position provides strategic, accountable, and politically sensitive direction to the projects it oversees, ensuring high-quality and timely deliverables.

The ability to work in a collaborative team environment and with a distributed leadership model, effectively facilitate large group meetings in-person, by phone and via web-enabled meetings, build strong relationships, and be accountable for deliverables to clients is essential to this position.

The Director of Policy Research engages with a range of leadership and policymakers in states throughout the country, from mid-level technical experts to agency executives and governors’ offices, as well as CMS or other federal agencies, and is required to have deep experience and expertise in policy-making processes as well as political acumen.

The position actively promotes the Center’s work and works with other members of the leadership team in the overall identification and advancement of the Center, and its technical assistance and process engineering services to state governments.

The position directly supervises 9 policy analysts and indirectly supervises several project coordinators and contractors.

Required Qualifications
An advanced, relevant degree 10 years of experience in public policy; working with or for state government Extensive experience with policy analysis, including the synthesis of existing policy alternatives and context within a framework, to develop client considerations Experience with Medicaid programs Familiarity with Medicaid and related areas of health policy Familiarity with public policies, legislative and regulatory processes, and decision maker needs, and challenges Familiarity with the tenants of evidence-based and value-based health care, the use of evidence in decision-making, including in guideline and coverage policy development, the relationship between health care and social service policies Experience adapting and developing policy research and analysis methodology and conducting analysis of public policies in the health sector, and providing written reports and verbal presentations of analyses to policymakers Familiarity with state level health transformation efforts and the “triple aim” Understanding of social factors that influence health and wellbeing Understanding of and experience with public sector budgeting, particularly in health and social services Experience building and sustaining large and complex collaborative initiatives, including stakeholders and partners with diverse needs and expectations Experience providing staff support or facilitation to public bodies or elected officials Excellent verbal communication skills.

Experience speaking in public to multiple audiences with varying levels of subject matter expertise Experience directing multiple and concurrent projects Experience providing supervision, mentoring and support to policy analysts and other types of staff Excellent written and verbal communication skills Ability to critically evaluate research products and provide substantive feedback, including review of research reports and research products and provision of constructive feedback to colleagues Excellent writing, grammatical, and proofreading skills, including ability to write in defined styles and adhere to style guidelines Proficiency in MS Office applications (e.g., Word, PowerPoint, Excel) Experience working with a citation management software application (e.g., EndNote) Experience and competence working in a shared-leadership model
Preferred Qualifications
Experience in multiple states Strong preference for experience staffing health-related public policy bodies (such as legislative committees, public commissions or decision-making bodies, etc.) or public policy related membership organizations Experience with insurance market reforms or similar job-related knowledge Familiarity with Managed Care delivery systems
