Human Resource Director

We are looking for a dynamic, creative, energetic, and strategic Human Resource Director who has proven leadership to manage the Department of Public Safety’s multifaceted human resource department, including but not limited to: compensation and classification administration, leave and workers’ compensation administration, recruitment and selection, policy development, payroll and benefits administration, employee performance management systems, federal and state personnel law compliance, and New Mexico State Personnel Board Rule compliance.

This detail-oriented professional will plan, lead, direct, develop, and coordinate the policies, activities, and human resource team for the Department of Public Safety by ensuring legal compliance and implementation of the department’s mission and talent strategy.

This is a hands-on position responsible for recruitment, delivering core human resource functions, performance management, and employee development and training for the commissioned law enforcement program and civilian departments of the agency.

A primary responsibility of the position will include the development-and implementation of a Human Resource Strategy that sets the direction for all key areas of human resources, including hiring, performance appraisal, development, and appropriate compensation.

Responsibilities should also include the analysis of the organizational environment and the deployment and allocation of organizational resources.

How does it get done?

This position manages the DPS Human Resources Bureau and supports the DPS mission and goals.

The HR Director will ensure compliance with federal and state laws, and department regulations and policies.

The Director shall provide consultation to executive management on strategic staffing plans, compensation, benefits, training and development, and the updating and implementation of new personnel policies, including overtime guidelines and recruitment selection.

This position will direct and complete special projects such as classification review of support staff, FLSA status review, and salary surveys, etc.

A Bachelor’s Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment.

Employment Requirements

Employment is subject to a pre¿employment background investigation in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results.

Continued employment is contingent upon remaining felony-free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.

In addition, the selected candidate must possess and maintain a valid driver’s license, and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Course Certificate within six (6) months of date of hire.

The selected candidate will work with highly confidential and high volume data flow, and must have the ability to complete assignments with a high level of accuracy within strict time constraints as well as, handle multiple tasks and requests from several people at once

Working Conditions

Executive Order 2021-046 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination or proof of a COVID-19 viral test every week.

The Public Health Order (on Vaccination) dated August 17, 2021, requires Congregate Care Facility Workers and Hospital Workers to be fully vaccinated.
