Human Resources and Payroll Analyst

This is a Contract position in PA posted June 10, 2019.

Position Summary The Human Resources and Payroll Analyst is responsible for administering the Bank’s semi-monthly payroll and benefit plans and performing data analysis to ensure accuracy, identify discrepancies and resolve issues.

Primary Success Factors The Human Resources and Payroll Analyst will demonstrate proficiency in: Being responsible for timely, accurate and compliant processing of the Bank’s semi-monthly payroll.

Collecting, analyzing, updating and reconciling payroll, timesheet, benefit and employee data within the Workday human resources information system (HRIS) for accuracy, appropriateness and documentation.

Researching and analyzing discrepancies and processing appropriate corrections.

Preparing supplemental payrolls as needed.

Serving as a liaison with multiple vendors, including One Source Virtual to ensure accurate tax, garnishment and payroll settlements are processed.

Administering the Bank’s benefit plans through ongoing communication with carriers, current employees and former employees regarding enrollments and life changes, claims processing and problem resolution.

Being responsible for the maintenance of benefit carriers’ integration files and reconciling/preparing benefit invoices for payment.

Ensuring compliance with the Health Insurance Portability and Accountability Act (HIPAA), Affordable Care Act (ACA) and Family Medical Leave Act (FMLA).

Being responsible for administering the Bank’s Family Medical Leave, leave of absence and disability programs.

Preparing disability and leave of absence communication to employees.

Consulting with employees on leave requirements; ensuring completion of all leave documentation and policy compliance.

Providing effective communication and understanding of programs and changes through the development of training programs, newsletters, articles and other techniques.

Coordinating benefits and payroll policy and procedure changes through various internal and external parties, including Human Resources leadership, legal counsel, broker consultants and vendors.

Creating ad-hoc reports as needed.

Leading the administration of the open enrollment process, which includes reviewing and preparing benefit communication materials, updating and preparing the HRIS system for online open enrollment, and analyzing and reconciling changes with payroll and vendors.

Being responsible for accurately reporting payroll and benefit expenses to Accounting on a semi-monthly general ledger interface.

Performing monthly reconciliation of all payroll and benefit accounts and providing documentation to Accounting.

Being responsible for the Defined Contribution 401(k) account reconciliation and reporting.

As a subject matter expert on the Bank’s benefits programs, conducting new employee orientations and assisting with new hire onboarding.

Preparing and conducting presentations on payroll and benefits programs and procedures.

Serving as a risk compliance process subject matter expert for the Human Resource Department, becoming familiar with related internal programs and processes.

Partnering with Enterprise Risk Management to ensure tasks such as End User Computing, SOC report monitoring and Human Resources risk/control documentation and processing are performed accurately and in a timely manner.

Maintaining all employee payroll and benefits files and supporting documentation.

Responding to audit reviews and inquiries.

Developing and maintaining all payroll and benefits procedures.

Preparing and updating documentation for SOX compliance and participating in SOX testing.

Participating in the annual vendor management process.

Being responsible for the record retention schedule and compliance.

Required Experience Bachelor’s degree required; a focus in Business Administration or Accounting is a plus Minimum of four years of payroll processing and HRIS experience in a mid
