Human Resources Operations Manager

This is a Contract position in Fall River, MA posted January 16, 2022.

DescriptionResponsible for the management, implementation, administration, and communication of all Aevex employee leave, benefit programs, compliance, HRIS and other systems and programs.

Provides oversight direction and leadership to HR AEVEX.

Duties and Responsibilities:Benefits ManagementDevelop and maintain positive working relationships with third party vendors and outsourced administrators.

Establish reporting and governance protocols to ensure that vendor products and services meet requirements for accuracy and timeliness of servicesOversee and contribute to content development and delivery for annual open enrollment, new hire, and life event communications as well as targeted communications throughout the yearManage overall administration of employee benefits (Medical, Dental, Vision, Life & Disability, and 401(k)).Ensure various Health and Welfare, Pension and 401(k) plan documents and Summary Plan Descriptions are legally compliant and administered by outsourced vendors according to plan provisionRespond to employees’ routine and non-routine, complex, and/or sensitive benefits inquiries, correspondence and complaints.

Maintain good working relationships with employees at all levelsMaintain awareness of and analyze current and developing legislation and regulations affecting benefits in order to assess their potential or impact on the company.

Develop company responses to those changesPartner with vendors and legal resources in order to complete government and regulatory agency required reporting.

Prepare other internal benefits reports as requestedSupport the implementation of any changes in the programsManage organizational communications relating to all Aevex benefits Manage the Travel systemsOversee the development and administration of employee wellness programsOversee the administration of the AEVEX awards programOversee the administration of the AEVEX professional development programLeave AdministrationEnsure proper management of all Leave of Absence vendor/insurance relationships and internal administration including FMLA, STD, LTD, Worker’s Compensation, Military Leave, etc.HRIS and SystemsImplement and oversee HRIS operations ensuring data integrity and compliance in systemReporting to include:Headcount and movement reportsAttritionAd hoc reportingHR organizational and corporate reporting analyticsDevelopment and integration of all HR tools and interfaces with other internal or external systemsPerformance ManagementDevelopment and maintenance of employee Performance Management Program and tool.EEO analysis of appraisal ratings and collaboration with HR Business Partners for follow upRecord KeepingEnsure all employee files and records are properly maintained New Hire OrientationOversee the management of the New Hire Orientation program to include development, content and platformComplianceEnsure all required audits, postings, notifications and reports are accurate and submitted in a timely manner, to include: 5500’s for Group Welfare Benefit Plans, Cafeteria Plans and 401k PlansSAR – Summary Annual Report (prior to 9/30)1095C – ACA Reporting (Jan/Feb)Creditable Coverage Notice – for prescription plansAnnual 401k audit VETS 4214EEO1Affirmative ActionOSHAEnsure all required EEO and other postings are in place and updatedInterpret regulations and develop and communicate policies, procedures and guidelinesDevelop and deliver mandatory compliance training programsEnsure compliance with OSHA OtherCoordinate the collection and review of documentation needed to support the company’s position at all unemployment hearings.

Represent Aevex at hearings.

Prepare quarterly unemployment benefit reporting for management.Perform other duties as requiredAssist in the evaluation of reports, decisions and results of department in relations to established goals.

Participates in developing department goals, objectives and systems.

Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.Obtain/retain a government security clearance at the level required to perform the jobSkills and Knowledge:Excellent analytical, problem-solving, and interpersonal skillsStrong knowledge of claims management, federal and state laws, and reporting requirementsAbility to maintain confidentiality of sensitive employee informationKnowledge and understanding of benefits laws: ERISA, FMLA, HIPAA, COBRA, STD, LTD, ACA, and IRS regulationsDemonstrated knowledge of employment law and how it impacts the design and administration of benefits and other HR programsProven ability to build rapport at all levels, and to deliver on commitmentsQualificationsBachelor’s degree in human resources, Business Administration, or other related discipline and 6-8 years of related experience in a government contracting environment or an equivalent combination of skills, education, and experience.

Other Preferred Skills:SHRM CP/SCP, PHR, SPHR, CEBS or CBP certification strongly preferredWorking Conditions:Work is typically performed in an office environment which requires proper safety precautions.
