The Human Resource Senior Analyst is a critical team member of the Human Resources Bureau of the Department of Public Safety.

The Human Resources Bureau assists the Department of Public Safety Management to effectively use employee skills.

This position will assist management with their efforts to increase of employees’ satisfaction with their jobs and working conditions by providing the connection between the Departments’ mission and employee needs.

Why does the job exist?

The Human Resource Senior Analyst will assist their assigned divisions with recruiting, interviewing, and hiring new staff in accordance with policies established by Department of Public Safety management; consult with management in applying consistent practices and adherence to policies, collect and analyze detailed information about job duties in or to prepare accurate job descriptions and recruitment advertisements; analyze and make recommendations on compensations and organizational structure actions.

Personnel and position file management.

This position will ensure accuracy and completeness of data entry in the SHARE Human Capital Management system and will perform complex duties related to various Human Resources Management functions.

How does it get done?

The Human Resource Senior Analyst will enter recruitment job orders for their assigned areas of the agency and work with supervisors on job lists, interviews and hires; Analyze and make recommendation on hire actions, compensation actions and position actions.

They will manage and process position and organizational information for the assigned areas of the agency; provide sound action processing, guidance and information on federal and state law, State Personnel Board rules, and internal policies and procedures as required or requested; and provide and assist Management and employees with problem solving on complex HR assignments.

They will also perform personnel file maintenance for new hires and positions actions.

Who are the customers?

The customers are the Department of Public Safety senior management, management, supervisors, and all employees.

Ideal Candidate

The Ideal Candidate for the Human Resource Senior Analyst position will be knowledgeable in the New Mexico State Government Human Resources and the SHARE Human Capital Management system (HCM) and knowledge of the State Personnel Rules, and federal and state laws.

The Ideal Candidate will have prior knowledge and experience in analyzing complex HR compensation and position actions.

Bachelor’s Degree in Human Resources, Business Administration and two (2) years of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR related training experience and/or occupational analysis.

1 High School Diploma or Equivalent AND 6 years of experience OR High School Diploma or Equivalent AND 6 years of experience

2 Associate’s degree in the field(s) specified in the minimum qualification AND 4 years of experience Associate’s degree or higher in any field AND 6 years of experience

3 Bachelor’s degree in the field(s) specified in the minimum qualification AND 2 years of experience

4 Master’s degree or higher in the field(s) specified in the minimum qualification AND 0 years of experience

• Education and years of experience must be related to the purpose of the position.

• If Minimum Qualification requires a specific number of “semester hours” in a field (e.g.

6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications.

Employment Requirements

Employment is subject to a pre-employment background investigation in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results.

Continued employment is contingent upon remaining felony-free, per Section of the Criminal Justice Information Systems Security Policy.
In addition, the selected candidate must possess and maintain a valid driver’s license, and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Course Certificate within six (6) months of date of hire.
The selected candidate will work with highly confidential and high volume data flow, and must have the ability to complete assignments with a high level of accuracy within strict time constraints as well as, handle multiple tasks and requests from several people at once.

Working Conditions

Work is performed in an office setting with exposure to armed personnel, Visual/Video Display Terminal (VDT) and extensive personal computer, phone usage and sitting.

Manuel dexterity required.

Occasional standing for a period of time.

Some bending, and reaching may be required.

Must be able to lift and carry 30 lbs.

and on occasion climb a small three step ladder to file.

Occasional overtime and limited travel.
