Our services include early childhood education (including Head Start and Early Head Start), mentoring and tutoring, emergency referral services, self-sufficiency/employment classes and services (including ESL and citizenship), job placement and training, substance abuse services, transportation and outreach for the elderly and disabled and publication of the Voice newspaper.

Annually, Neighborhood House serves over 13,500 individuals.

Of those, 80 percent are refugees and immigrants. Department: AdministrationStatus: Regular, 40 hours per week, 12 months per year FLSA: Non-ExemptHiring Range: 19 ($22.34 to $24.82 per hour)Location: Weller ScopeThe Human Resource team at Neighborhood House provides administrative and system support to over 250 staff located across multiple locations.

Under the direction of the Human Resources Director, the HR Specialist is responsible for providing administrative and some technical support across several areas.

HR Duties for this role include but are not limited to drafting and processing of staff paperwork, leave management, legal compliance, workers’ compensation claim and unemployment benefit claims processing, extensive records maintenance, and a high volume of staff Q & A.

ResponsibilitiesGeneral HR Support (50%)Answer employee inquiries in regards to benefits, agency policies and procedures and general HR questions.Complete employment verifications for staff as requested.Assist in re-running subsequent background check screens in compliance with local and federal laws and program requirements.Process workers’ compensation claims and maintain OSHA logs.Process and respond to unemployment claims.

Participate in unemployment hearings when needed.Provide support in processing FMLA leave requests, determining eligibility and maintaining tracking system.Track and update staff credentials in HR Information System in compliance with program and agency requirements.With the support of the Human Resources team members, research, develop and implement staff level trainings as well as online self-paced trainings for on-going professional development for agency staff.Oversee timely and accurate completion of annual performance appraisals for all staff.

Ensure tracking system and record maintenance.Oversee maintenance of online survey tool, making updates and running reports as needed.

As a backup to the HR Generalist, attend agency Safety Committee meetings and support on-going safety initiatives.Prepare exit paperwork and coordinate exit process with separating employees..Provide on-going support for requests of information for agency reporting needs.Other duties as assigned.

Benefit Support (25%)Work closely with Payroll and Human Resources staff on coordination of benefit processing – online enrollments and changes, and internal HRIS maintenance.Accurately maintain all benefits files and respond to inquiries from staff and insurance carriers concerning benefits payment and billing issues in a timely manner.In coordination with the Payroll and Benefits Supervisor, perform account reconciliation, prepare Purchase Order and submit timely payment requests for benefits invoices and COBRA payments.

Ensure accurate billing and covered participants on the invoice, make adjustments as needed.

Provide support in preparing for benefit plan and annual retirement plan audits.

HR Administrative Support (25%)Maintain personnel files and oversee the system for migrating all records electronically to the HR Information System, Kronos, with accuracy and in accordance with legal requirements and agency policies and procedures.Provide miscellaneous administrative support for mailings or other areas of support as needed.

QualificationsMinimum QualificationsAssociate Degree in Human Resources, Business, or related field, with a minimum of 2 years of experience in Human Resources, preferably in a high paced environment.

An equivalent combination of experience and training may be considered.Familiar with federal, state, and local employment law and HR Policies and Procedures.Proficiency in Microsoft Office software.

Experience with HRIS software is a plus.Proven ability to handle multiple projects and meet deadlines.Ability to handle sensitive and confidential information.Strong organizational skill with the ability to multi-task and prioritize.Strong attention to detail and high level of accuracy when completing tasks.Effective written and verbal communications skills.Willingness to comply with the established agency performance standards which may include productivity/personal responsibility, client/customer service-orientation, embracing a team player orientation, and maintaining a professional demeanor.Experience working with individuals from diverse cultural, economic and ethnic backgrounds.Current First Aid Certificate within 30 days of hire.Current CPR Certificate within 30 days of hire.Sexual Harassment Training within 30 days of hire.Child Abuse and Neglect training (within 2 weeks of hire).Must pass Neighborhood House background check requirements.Position requires Washington State bi-annual criminal background re-check.
