Human Resources Specialist (HRIS)

Provides advise to services and guidance to the management regarding system requirements and communicates needed service Provides technical guidance and direction to HR staff on the daily operations and maintenance of the human resources information systems. Provides advice and counsel to HR staff on data processing capabilities. Develops appropriate collection procedures and reports. Applies knowledge of HR management programs, requirement of HR functional specialties and overall management practice. Analyzes, designs, develops, and maintains information systems structure and systems applications to effectively manage organizational business needs. Performs studies that evaluate information systems performance, define problems and provide corrections. Evaluates the effectiveness of information system management and investigates/analyzes problems and inefficiencies. Implements new information systems structures and formats and converts information systems to new formats. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. If you are a current VBA employee outside of the commuting area seeking a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-11 (or higher) and the promotion potential of your current position must be at least GS-11. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing, enhancing, and maintaining HR information systems; creating and/or utilizing databases associated with HR information systems in order to retrieve information from multiple sources of data; making data retrievals from numerous sources, reviewing the quality of the data, and analyzing the data to make recommendations or identify issues and trends analyzing and identifying HRIS needs to develop strategies to enhance a wide array of Regional Office level HR programs to include recruitment and staffing, compensation, etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have . OR, Combination: Applicants may also combine education and experience to qualify at this level. OR, GS-11 Level: One year of Specialized Experience which was equivalent to the GS-9 level. Examples of specialized experience would typically include, but are not limited to:- developing, enhancing, and maintaining HR information systems;- creating and/or utilizing databases associated with HR information systems in order to retrieve information from multiple sources of data;- making data retrievals from numerous sources, reviewing the quality of the data, and analyzing the data to make recommendations or identify issues and trends- analyzing and identifying HRIS needs to develop strategies to enhance a wide array of Regional Office level HR programs to include recruitment and staffing, compensation, etc. You will be rated on the following Competencies for this position: Competencies 1: Knowledge of development, enhancement, maintenance, and future development of the HR information systems. Ability to effectively communicate orally. Competencies 2: Ability to communicate effectively in writing. Competencies 3: Ability to utilize databases associated with HR information systems in order to retrieve information from multiple sources of data Competencies 4: Ability to proficiently use personal computer and other software to prepare reports and analyses for presentation to management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position is mostly sedentary with some walking and standing in conjunction with travel to attend meetings and conferences away from the work site. May carry light items such as a papers, books, or small computer components. The work does not require any special physical efforts.
