Manager of Human Resources

This is a Contract position in Maryland Heights, MO posted November 10, 2021.

Description : The Manager of Human Resources is responsible for compliance with all applicable laws and policies governing human resources, planning, developing and implementing overall human resources programs, policies and activities for the City of Maryland Heights as directed by the City Administrator or as approved and adopted by the City Council.
The bi-weekly pay range for this position is $2,770.35 to $4,165.00.
The City of Maryland Heights requires all employees to be vaccinated against COVID-19 or obtain an exemption approved by the City.
ESSENTIAL JOB DUTIES

Provides leadership and direction in the development of human resources policies, plans and projects; gathers, interprets and prepares data for studies, reports, and recommendations; interprets and advises management, supervisory staff and employees on a variety of personnel issues

Manages employee classification and compensation functions; recommends pay grade and classification changes, as needed

Manages a variety of human resources programs including drug testing, benefits, worker compensation, wellness, tuition reimbursement, employee leaves and employee recognition

Maintains knowledge of laws, regulations and current human resources administration principles and practices as applied to city government. Monitors intergovernmental decisions and legislation affecting human resource operations and makes appropriate recommendations

Manages recruitment and selection process for vacancies; on-boards new employees and conducts exit interviews

Supervises Human Resources Generalist; manages employee relations

Formulates responses to employment discrimination and unemployment insurance claims, requests for employment verification, LAGERS verification; advises payroll on garnishment procedures and calculates deductions

Develops and manages division budget

Manages and prepares compliance reporting

Other duties as assigned
JOB REQUIREMENTS
Bachelor’s degree in human resources or related field and seven (7) to ten (10) years of experience in human resources administration (or equivalent combination of education and experience) and human resources certification through SHRM, HRCI or IPMA-HR are required. A Master’s degree in Human Resources Management, prior public sector human resources work experience and at least three years of supervisory experience are preferred.
Additional Knowledge, Skill and Abilities
Good working knowledge of Microsoft Office applications, good keyboarding skills and above average ability to learn and become proficient using new software applications.
