OMES is seeking a full-time Policy Analyst I with the Employees Group Insurance Division (EGID). This is an unclassified position in state government, located in Oklahoma City. OMES offers a comprehensive Benefits Package, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. This position is responsible for the analysis, creation and administration of complex insurance program policies including health, dental, disability, life, and vision, and other benefit programs and initiatives for state and local government employees, education, and retirees covered by the Oklahoma Employees Insurance and Benefits Act.
Position Responsibilities
* Proactively research and monitor a complex and wide range of regulatory sources (CMS, IRS, Oklahoma Insurance Department, etc.) for changes that may affect relevant insurance programs within OMES.
* Develop and present oral and written recommendations to management for changes or improvements.
* Develop relevant documentation for the benefit programs offered through the Oklahoma Employees Insurance and Benefits Act.
* Work as part of a team in developing, revising and/or evaluating requests for proposals (RFPs) for optional benefit plans ensuring content is complete, accurate, and timely.
* Performs operational review of current medical, dental, TRICARE and vision Suppliers, evaluates for potential concerns, and performs follow up.
* Present written and oral recommendations to directors and administrators regarding policy changes and improvements.
* Evaluate current and future suppliers of health, dental, vision, and TRICARE benefits.
* Understand and adhere to HIPAA Compliance and Fraud, Waste and Abuse policies by successfully completing annual compliance trainings.
* Oversee annual HIPAA training and case investigations of potential HIPAA violations by all employees and third party administrators of EGID.
* Monitor personnel changes to ensure appropriate HIPAA protections for the division.
* Track HIPPA related occurrences and training.
* Maintain records of Confidentiality Agreements for EGID.
* Oversee the development and compliance of all relevant documentation for the benefit programs offered through the Oklahoma Employees Insurance and Benefits Act.
* Provide detailed analysis and recommendations of proposed legislation that affects the State of Oklahoma benefit structures.

MINIMUM QUALIFICATIONS
A Bachelor’s degree in Business Administration, Public Administration, Public Health Administration, Project Management or a related field and one year of conveyable experience in research and/or development of insurance underwriting and/or insurance related research; or an equivalent combination of education and experience.
