HJF is seeking a Recruiter II to support the Human Resources Recruitment Department, located at the HJF Home Office in Bethesda, Maryland.

In this role you will handle the full recruitment life cycle to advance military medicine supporting research teams around the world!

Your recruiting efforts may support departments/programs focusing in infectious disease, traumatic brain injury and mental health, clinical rehab, cancer research, combat casualty care, human performance, precision medicine, and other areas of research.

NOTE: As a U.S.

Government contractor, all HJF employees are required to be fully vaccinated against COVID-19 by December 8, 2021.

Proof of vaccination or an approved religious or medical accommodation will be required.

Responsibilities:
Conduct full life cycle recruiting process including requisition intake, sourcing management, screening, scheduling, and coordinating interviews; reference checks; salary negotiations; onboarding, and reporting/compliance.

Develop effective pipeline of key talent available for immediate hire as succession planning needs dictate.
Develop and implement effective recruitment strategies.

Confer with Program and Hiring Managers to develop and execute recruiting plans based on specific Departmental needs.

Develop strategies and plans to broaden recruiting efforts.

Coordinate and attend university/college fairs and networking events.

Stay informed of trends and innovative recruiting techniques to be competitive in state-of-the-art recruiting practices.

Participate in the development of ongoing creative and cost-effective recruiting strategies.
Establish relationships with hiring managers and networking sources.

Conduct regular follow up with managers to determine effectiveness of recruiting plans.

Attend program meetings as needed in Home Office or off site.
Develop and foster relationships with colleges and universities to aid in recruiting efforts.

Attend university career fairs, open houses, and networking events.
Adhere to equal opportunity/affirmative action guidelines, federal and state regulations, and contract regulations in recruitment efforts.

Maintain all pertinent applicant and interview data in HRIS Management System.

Make recommendations on compensation based on salary analysis, HJF compensation structure, and market information for fair and equitable hiring practices.

Advise hiring managers on results of analysis.

Follow OFCCP, DCAA and FAR guidelines and procedures.
Work with Security Officer to initiate security clearance as required.
Determine applicant qualifications by screening applicants; analyzing responses; verifying references; comparing qualifications to job requirements.
Coordinate in person, video and phone interviews with hiring managers and program managers.
Utilize Microsoft Word to submit screens and references, Microsoft Excel for recruiting data management, UKG Pro (formerly UltiPro) for recruiting functions, Zoom, Teams, and Skype for Business for Video Interviews, other software as required.
Work cooperatively with all members of the recruiting team to develop and implement staffing plans and activities.
May mentor Recruiter 1 or Recruiting Coordinator.
Serve as back up to other Recruiters and assist with additional ad hoc projects as required.
Required Knowledge, Skills and Abilities :
Strong organizational and tracking skills, demonstrated strong communication skills, strong attention to detail, ability to collaborate in a team environment, initiative and self-motivated.
Advanced Word and Excel proficiency.

Experienced with Outlook calendar.
Ability to work in a high volume fast paced environment.

Ability to evaluate the professional attitude and technical competencies of candidates.
Must be deadline driven with an ability to prioritize.
Previous recruiting experience required; preferably in a scientific/medical/research industry.
Previous experience with video software (Zoom, Skype, etc) preferred.
UKG Pro (formerly UltiPro) or iCIMS experience a plus.
Minimum Education and Experience/Training Requirements : Bachelor’s degree with 3-5 years of relevant experience, or Associate’s with 5-7 years of relevant experience, or HS and 7+ years of relevant experience, preferably recruitment within healthcare, staffing, government contracting, or scientific setting.

Physical Capabilities: Long periods of sitting at a computer.

Work Environment: As HJF progresses through the phases of established re-engagement plans, this position could also be subject to modification and may require you to work on site or a hybrid work arrangement.

Telework/Remote: 100% Remote

Travel: Travel for careers fairs, as needed.
