The Department of Natural Resources (DNR) provides outdoor recreation activities and manages Minnesota’s natural resources to create economic opportunity and a sustainable quality of life.

The DNR is currently seeking a Regional Management Resources Supervisor to work at our Region 3 Headquarters located in St.

Paul, MN.

This position manages and coordinates the delivery of Management Resources (MR) services for fleet, facilities, engineering, and safety.

This position provides staff supervision, leadership, and direction so that MR services are implemented in a safe, cost effective, customer-focused, and sustainable manner. 

Job responsibilities include:

Direct and execute MR programs in the region so that operations are effectively and efficiently implemented according to plans, policies, and legal mandates.

Provide leadership and exercise supervision so that employees have the resources necessary to complete day-to-day work and to achieve the annual objectives of the Operations Services Division and department.

Direct the regional environmental and safety system for the DNR.

This includes administering a regional plan so there is an effective, coordinated, and consistent approach to providing a safe, healthy workplace and emergency situations are planned for and managed.

Provide leadership and support to the Regional Director and Regional Management Team so that MR program services are accomplished and needs of divisions are met.

Perform all job responsibilities in a manner that supports a healthy, safe, productive, and inclusive work environment for all employees.

Qualifications

Minimum Qualifications:

Four (4) years professional level experience in facilities or construction trades management demonstrating increasing levels of complexity and responsibility managing new construction and/or renovation projects (e.g., HVAC, plumbing, electrical, maintenance, construction, building codes and safety regulations, prioritizing projects, etc.).

A Bachelor’s Degree in Facility Management, Construction Management, Business Management, or field closely related to job duties may substitute for one (1) year of professional experience.

Two (2) years supervisory or lead work experience to professional staff in planning and coordinating facility management for a multi-discipline environment.

Experience preparing and managing budgets (e.g., setting goals, itemizing expenses, proposing expenditures, directing changes, etc.).

Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.

Knowledge of vehicle and equipment fleet including maintenance/repair procedures, inspection requirements and safety practices.

Thorough knowledge of safety procedures and OSHA guidelines including conducting and/or supervising worksite safety inspections.

Demonstrated project planning and management skills sufficient to perform cost/benefit analyses in the areas of facility repair/replacement.

Knowledge of business practices and public administration principles sufficient to ensure compliance with policies, procedures, and regulations.

Demonstrated interpersonal and human relations skills sufficient to create and maintain a positive professional work environment and direct, develop, engage, and motivate staff.

Strong computer skills in Microsoft Office software applications (Word, Excel, etc.) and databases.

Demonstrated excellent written/verbal communication skills sufficient to effectively write reports and communicate program decisions and present information in a technically sound manner . 

Preferred Qualifications:

Bachelor’s degree in Facilities Management, Construction Management, Business Management, or closely related field.

Five (5) years of progressive administrative and supervisory experience in facilities or construction trades management.

Current possession of a Special Engineer Boiler’s License.

Experience managing construction and/or renovation projects for large facilities (e.g., schools/universities, office buildings, hospitals, etc.).

Experience with Archibus or another facility management database system.

Experience with local contract management (e.g., janitorial; grounds maintenance, snow removal, etc.).

Experience conducting long range planning with the ability to set long-term and short-term goals and objectives that equitably empower all employees, stakeholders, and the public.

Physical Requirements

Occasionally lifting articles weighing 50 pounds maximum and frequently lifting and/or carrying objects such as heavy tools and file boxes.

This job may require walking or standing to a significant degree on rough terrain or may involve sitting most of the time with pushing and pulling of arm and/or leg controls. 

Additional Requirements

This position requires an unrestricted Class D Driver’s License with a clear driving record.
