The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock.

Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.

*?Job Summary:* The Secretariat Human Resources Officer (SHRO) provides strategic leadership, effective oversight, direction, and coordination of all human resource activities across EOEEA agencies.

The Executive Office of Energy and Environmental Affairs combined the talents and experience of HR professionals from agencies within EOEEA in 2016 and began functioning as EEA HR Shared Services (HRSS).?

The goal was to provide a consistent, efficient and accurate delivery of all HR services, policies, regulations, procedures and benefits for all 3,000 employees (includes?

~1,600 seasonal employees) in one centralized office.

There are 28 Employees in the Executive Office of Energy Environment Affairs Human Resources Shared Service Department which includes 4 Deputy HR Directors and 3 Competency Centers (HR Operations; Training & Outreach, and Payroll).

The ideal candidate is an experienced HR practitioner who will serve as a key member of the Secretariat Leadership Team, reporting directly to the Chief Operating Officer and actively collaborating with the agencies to lead an employee-oriented, high performance culture that emphasizes quality, productivity, positive culture, customer service and effective performance management practices.

Our ideal candidate should effectively lead change efforts and be able to shift gears comfortably, can decide and act without always having all the details,and can contentedly handle risk and uncertainty with tact and diplomacy.

*_Duties and Responsibilities (these duties are a general summary and not all inclusive):_* * Oversees the administration of human resource programs including, but not limited to, compensation and classification, benefits, and leave administration; employee relations and investigations; performance and talent management; payroll, and training and development.

* Plans, leads, develops, coordinates, and implements policies, processes, training, and initiatives to support the organization’s human resource compliance and strategy needs.

* Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations and collective bargaining agreements; reviews and modifies policies and practices to maintain compliance; and communicates changes to employees.

* Partner with agency leadership to foster a culture that promotes a positive employee relations climate which increases productivity, efficiency, motivation and employee retention.

* In collaboration with senior leadership and the COO, provide guidance and direction on various HR matters, and assist to ensure HR tasks are tracked, completed and auditable as appropriate.

* Evaluate human resources operations and activities while establishing quality and efficiency standards to ensure that these standards are measured and reviewed on an ongoing basis.

* Develop partnerships with HR functional teams and other departments to deliver integrated solutions to HR-related needs.

* Researches, develops, trains and coaches managers in HR best practices, organizational effectiveness, performance management and employee/labor relations.

* Collaborate with agencies on a variety of human resources-related committees, activities and teams; lead change management initiatives.

* Provide direct coaching and consultation to staff within the agencies to build greater organizational capability.

* Work with program owners to ensure end to end processes are documented and that knowledge is transferred to the HR shared services team.

* Accomplishes special project results by identifying and clarifying issues and priorities; communicating and coordinating requirements; evaluating milestone accomplishments; evaluating optional courses of action; changing assumptions and direction.

* Advise on personnel related initiatives that support agency mission and vision, including workforce planning, performance management and staff development.

* Orchestrate team meetings, establishing short-term and long-range goals, and provide adequate resources to meet team and departmental objectives.

* Partner with the internal and external stakeholders including the Commonwealth’s Human Resources Division (HRD) and represent the secretariat in policy and program discussions.

*_Preferred Qualifications_**:* * 7-10 years of HR Generalist experience across multiple facets of Human Resources including staffing, benefits, payroll, employee relations, and diversity/civil rights * Knowledge of the principles and practices of Human Resources Management including workforce planning, organization design, change management, performance management, project management, problem solving, coaching, employee engagement, diversity, and compensation; * Experience in a unionized environment is preferred * Proficient execution skills and the ability to translate HR strategy into actionable initiatives * Demonstrated resourcefulness in setting priorities, proposing new ways of creating efficiencies, and guiding investment in processes and systems * Capacity to supervise staff including performance appraisal, employee coaching, training, development, and performance management * High level of self-motivation and accountability, bringing enthusiasm and energy to team and tasks * Capability in partnering with and influencing senior leaders at all levels of the organization through relationship building * Excellent conflict management skills and the demonstrated ability to problem solve and effectively diffuse highly-charged situations * Strong written and oral communication skills, and proficiency with Microsoft Office applications including Excel, Outlook and Word MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
