This position works with records that may contain personal identity or other sensitive information.

This position is part of a collegial administrative team dedicated to providing accurate, insightful, analytical, and timely administrative leadership, support, and oversight to enable scientific and technical advancements.

– HR STRATEGY & DEFINITION n nHR Strategy: In collaboration with GI management team, advise on and implement human resources strategy in alignment with internal business strategy.

Integrate human resource management strategies and systems to achieve the overall mission and success of the group while meeting the needs of employees and other stakeholders.n nInternal Culture: Develop, communicate and implement principles, values and culture.

Foster positive working environment by developing and implementing policies on issues like working conditions, equal opportunities, and absence management.

Promote equality and diversity as part of the group’s culture, and facilitate meetings on personnel conflict to ensure harmonious working atmosphere.n nPerformance Management & Professional Development: Guide supervisors and employees though annual performance appraisal process and provide feedback on reviews.

Work with managers on employee career paths.

Analyze skill development needs and then identify, execute-and at times deliver-appropriate and effective workshops and trainings.n nHR Processes Development & Implementation: Oversee the development of processes for all internal HR-related matters and ensure documentation and execution of such procedures.

In consultation with SHR, develop GI staff handbooks and internal HR process documentation, and work with GI human resources staff to ensure the upkeep.

Examine GI processes for bottlenecks and design and recommend products and methods for achieving greater efficiency.

Serve as primary liaison between the internal group and University departments, including dean’s office, talent, payroll, compensation, employee and labor relations, and as needed, International Student and Scholar Services.n n 40%
– PERSONNEL MANAGEMENT n nLead HR team: Supervise and mentor full time and undergraduate Human Resources Assistants.n nStaff Personnel Actions: Liaise with Staff HR and BSOE dean’s office on employee relation matters for the GI, such as compensation issues, classification analysis, terminations, and layoffs; consult with managers, employees, and external departments to ensure proper execution.

Oversee annual review process and establish performance standards with supervisors, provide guidance on performance management, develop and oversee implementation of internal performance management plans.n nRecruitments: In partnership with managers and Staff HR, develop job descriptions, recruitment strategy, and recruitment tools and ensure fair hiring; maintain working knowledge of fair hiring guidelines.

Manage internal recruitment-specific processes, including temporary and student hires, and new employee orientation and induction.

Develop expansion planning strategies, which consider immediate and long-term staff requirements.

Responsible for maintaining GI careers web page current.n nPolicy analysis, interpretation & development: Maintain working knowledge of relevant policies, such as applicable union contracts, staff and academic policy, fair hiring guidelines, visa regulations, and ensure the group remains in compliance.

Ensure maintenance of employee records.

Consult with various departments, help managers understand and implement policies and procedures, interpret and advise on employment laws.n n 10%
– HR MANAGEMENT OF PERSONNEL FUNDING AND RECHARGE SYSTEM n nFunding Continuity: As needed, provide HR oversight of employee status, funding and approval processes for funding changes, funding extensions, new hires, and salary actions, and ensure timely and accurate transfer of information.

Execute when needed.n nSystem Development & Upkeep: Ensure the internal administrative database is up to date with personnel information.

Work with financial personnel regarding employment, pay action, and funding changes to ensure compliance with UC, audit, and granting agency guidelines.n nReporting: Generate reports on personnel effort, equity, and more as needed or requested.n nRecharge: Provide HR oversight of the recharge system, as needed to maintain the integrity of employee status, funding and approval processes.n n Required Qualifications n Bachelor’s degree in related area and/or equivalent experience /training.

Strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.

Thorough knowledge of organizational policies and procedures, knowledge of functional area and understands how work may affect other areas.

Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.

Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.

Demonstrated ability to handle very difficult or volatile situations / individuals effectively.

Demonstrated analytical, active listening, and critical thinking skills.

Experience using spreadsheets, web-based systems, and databases to track and audit information and generate reports.

Experience using standard computing tools including Microsoft Word, Excel, email, and the Internet.

Superb verbal, and interpersonal communication skills to effectively communicate and effect desired results.

Excellent English writing skills.

Ability to apply and interpret immigration regulations as they pertain to scholars in a research university environment.
