This is a Full-time position in Fairfax, VA posted June 8, 2019.

Job Announcement This critical position supports the Stormwater Management Branch and is responsible for managing the public/private stormwater management facility inventory.

This position requires a broad range of experience and expertise in stormwater management facilities review, inspection and maintenance; preparation and review of stormwater management facilities technical documents and specifications; and the utilization of asset maintenance management system for asset creation, data entry and data management.

Performs plan intake, plan review, research (easements, maintenance agreements, ownership, etc.), asset creation, data entry and data management for all new facilities entering the inventory.

Manages all activities associated with stormwater assets, to include public and private inspection data and public maintenance and reinvestment records.

Prepares detailed reports, findings, and recommendations in support of the county’s MS4 annual report, State of Stormwater Report, EQAC and GASB reports.

Develops solutions to complex engineering problems.

Reviews plans submitted by Architectural and Engineering (A&E) firms and various county agencies to ensure compliance with applicable codes, guidelines, and regulations.

Maintains data integrity and generates reports utilizing the asset management system, Infor EAM.

Responds to various inventory-related questions and analyzes data using a combination of AutoCAD, Infor EAM, Arc GIS, MS Excel, and MS Access.

Analyzes trends and creates asset performance measures and lifecycle analyses.

Performs predictive modeling and analysis for asset management system.

Employment Standards MINIMUM QUALIFICATIONS: Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor’s degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

PREFERRED QUALIFICATIONS: The ideal candidate possesses the following: Five years of progressively responsible experience managing stormwater assets, including management of a diverse inventory and all activities associated with those assets (inspections, maintenance, rehabilitation, replacement, etc.) Knowledge and understanding of local, state, and federal codes and engineering standards related to stormwater facilities including the county’s Public Facilities Manual (PFM), Virginia Department of Transportation (VDOT) specifications and standards, stormwater and erosion & sediment control (E&S) regulations, municipal separate storm sewer system (MS4) permit, and Chesapeake Bay Preservation Ordinance.

Five years of experience using AutoCAD, GIS and asset management systems, including Infor EAM.

Knowledge of hydrology and hydraulics used in stormwater management facilities.

Advanced experience using Microsoft Office software (Word, Excel, Access and PowerPoint).

Excellent written and verbal communication skills.

CERTIFICATES AND LICENSES REQUIRED: A valid driver’s license is required.

DEQ Stormwater Management Project Inspector and/or Stormwater Plan Reviewer certification completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

DEQ Erosion & Sediment Control Combined Administrator certification, Sediment Control Reviewer certification and/or Sediment Control Inspector certification completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

NECESSARY SPECIAL REQUIREMENTS: Is required to complete a criminal background check and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS: With or without reasonable accommodation.

Pushing, pulling, lifting, bending, stooping, walking, and climbing in and out of catch basins and manholes.

Including, removal and replacement of manhole covers which weigh up to 50 pounds.

Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hard hat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt.

Protective equipment specific to confined space work includes hard hat, eye protection, safety toe boots, and atmospheric monitoring equipment.
